农业生产性服务业发展效率差异及影响因素研究——以河南省为例

农业生产性服务业是现代农业产业体系的重要组成部分,以推进农业供给侧结构性改革为出发点,基于生产要素视角,运用三阶段DEA模型测量河南省农业生产性服务业发展效率的动态和静态特征.结果表明,河南省农业生产性服务业发展地区差异明显,且受以下方面影响:一是内核因素"软、硬件"发展不均衡,二是外部因素如财政支出、城镇化水平、产业结构等环境变量的干扰.为加快农业生产性服务业的发展,不仅要夯实硬件、提升软件,实现"量"和"质"的同步发展,还要对外部发展条件予以优化,并通过"互联网+"农业生产性服务业实现创新发展.

The Difference of Development Efficiency of Agricultural Productive Services and its Influencing Factors:A Case Study of Henan Province

Agricultural productive service industry is an important part of modern agricultural industry system. From the perspective of factors of production,the dynamic and static characteristics of the development efficiency of agricultural productive service industry in Henan Province are measured by using three-stage DEA model. The results show that there are obvious regional differences in the development of agricultural productive services in Henan Province,which are affected by the following aspects. The first is the imbalance of the development of core factors such as software and hardware,the second is the interference of external factors such as fiscal expenditure,urbanization level,industrial structure and other environmental variables. In order to speed up the development of agricultural producer services,we should not only consolidate hardware,upgrade software,achieve simultaneous development of quantity and quality,but also optimize external development conditions,and achieve innovation and development through the " Internet + " agricultural producer services.
