资源型城市产业结构及竞争力演进——以湖北、湖南省为例

文章运用产业结构熵、产业结构高级化、偏离-份额分析法定量测算了2000—2017年湖北、湖南省资源型城市三次产业的结构、竞争力及其空间分布的演变趋势与特征,结果发现:1) 2000—2017年6个资源型城市的产业结构熵均表现出不同程度的下降,整体上呈现产业结构专业化趋势;衡阳市、邵阳市、鄂州市的产业结构高级化程度加深,郴州市、娄底市、黄石市的产业结构高级化程度有所降低.2) 2000—2017年湖北、湖南省资源型城市三次产业的结构与竞争力均呈现向好发展的趋势,第一、三产业的竞争力优势不断提升,第二产业的结构优势不断提升.最后,从政府政策层面及各资源型城市发展特点角度出发,为资源型城市发挥产业结构优势、提升产业竞争力提出对策.

Industrial Structure and Competitiveness Evolution of Resource-Based Cities in Hubei and Hunan Provinces

The paper uses industrial structure entropy,Thiel index,advanced industrial structure and Shift-Share analysis to quantitatively calculate the structure,competitiveness and spatial distribution evolution trend and characteristics of the three industries of resource-based cities in Hubei and Hunan provinces from 2000 to 2017.The results discover the following facts during 2000 to 2017: Ⅰ.The industrial structure entropy of the six resource-based cities all show different degrees of decline,and the industrial structure shows a trend of specialization on the whole,Hengyang City,Shaoyang City,Ezhou City with a deepening advanced industrial structure but Chenzhou City,Loudi City,Huangshi City with a declining advanced industrial structure.Ⅱ.The structure and competitiveness of the three industries of resource-based cities in Hubei and Hunan provinces all show a good trend of development.The competitiveness advantages of the primary industry and the tertiary industry of resource-based cities in Hubei and Hunan provinces are continuously improved,and the structural advantages of the second industry are continuously improved.Finally,from the perspective of government policies and the development characteristics of resource-based cities,countermeasures are proposed for resource-based cities in how to give play to the advantages of industrial structure and to enhance industrial competitiveness.
