甘肃省生态文明水平时空演变趋势及协调性分析

通过构造生态文明建设指标评价体系,结合甘肃省14个市州2010—2016年数据,从经济发展、社会进步、基础保障和生态质量4个维度测度甘肃省14个市州当前生态文明的建设情况,构建耦合协调度模型测度甘肃省生态文明的协调度情况,并借助ArcGis 10.0软件进行可视化分析,得到如下结论:1) 2010—2016年,甘肃省14个市州生态文明建设总体呈现上升趋势; 2)生态文明聚类特征由微弱的正相关向较强的集聚倾向演变,且2016年集聚倾向最为明显; 3)甘肃省各市州生态文明发展差异较大,且空间分布不均衡,生态文明水平大体上呈现出集群化、梯度化、极差化的分异特征; 4)甘肃省14个市州生态文明建设离高水平协调发展的目标仍然存在较大的差距,河西走廊地区整体协调性较好,陇东南地区和民族地区协调性较差.根据研究结果提出相应的发展策略:1)生态文明建设分区治理; 2)加强陇中地区、陇东地区、陇东南地区和民族地区的协调性建设,借助政策支持、城市合作等提高区域协调性水平; 3)借助优越的地理区位和有力的政策支持促进区域生态文明建设.

Temporal and Spatial Evolution Trend and Coordination Analysis of the Ecological Civilization Level in Gansu Province

Through the construction of ecological civilization construction index evaluation system,combined with the data of 14 cities and prefectures in Gansu Province from 2010 to 2016,the paper measures the current ecological civilization construction in 14 cities and counties of Gansu Province from four dimensions: economic development,social progress,basic security and ecological quality.By constructing a coupling coordination degree model to measure the coordination degree of ecological civilization,and using ArcGis 10.0 software for visual analysis,the following conclusions are achieved.Ⅰ.In 2010-2016,the ecological civilization construction of 14 cities and prefectures in Gansu Province show an overall upward trend.Ⅱ.In 2010-2016,the clustering characteristics of 14 cities and prefectures in Gansu Province is from weak positive correlation to strong agglomeration tendency evolving,and the tendency to gather in 2016 is the most obvious.Ⅲ.The development of ecological civilization in Gansu Province is not only different,but its spatial distribution is also uneven.The level of ecological civilization construction is generally characterized by clustering,gradient and extreme differentiation.Ⅳ.There is still a big gap between the goal of the coordinated development of ecological civilization construction in 14 cities and prefectures in Gansu Province; the overall coordination of the Hexi Corridor is better,and the coordination between the southeastern region and the ethnic minority areas is poor.According to the research results,the corresponding development strategies are proposed.Ⅰ.Regional governance of ecological civilization construction is important.Ⅱ.Strengthen the coordinated construction of Gansu 's central area,eastern area,southeastern area and ethnic areas,with the help of policy support,urban cooperation to improve regional coordination level.Ⅲ.Promote regional ecological civilization construction with superior geographical location and strong policy support.
