| 摘 要： | 秘书有无参谋作用？秘书的参谋作用究竟体现在什么地方？本文认为：就秘书个人而言，发挥参谋作用更多的是秘书领导者的工作职责之一；就秘书机构而言，则是办公厅（室）的整体职能，秘书个人的工作在办公厅（室）这部运转的行政机器中，所能起到的只是齿轮和螺丝钉的作用。

| Abstract: | Can a secretary play a role in suggestion？ How does a secretary make an advantage of such a role？ According to the thesis, as for the secretary, it is one of his responsibilities to fulfill his suggestive role; as for the department of secretary, the suggestive role is the overall function of the department and the individual secretary serves as the spare parts of the whole administration machine of the department. |
