美国科技计划决策模式及其对我国制定中长期科技规划的启示

本文从美国科技计划制定的决策主体入手,描述了各决策主体在科技计划制定过程的职能和作用,并从微观和宏观两个角度分析决策过程的影响因素。最后,根据美国科技计划决策模式方面的经验,笔者对我国中长期科技规划的制定提出了具体的政策建议。

The Decision pattern of Science and Technology Plan in the US and Its Enlightenment to Formulation of Chinese Medium and Long- term Science & Technology Plan

Firstly, the function of every decision subject in the formulation process of the plan of science & technology was described in the US, and then the influence factors of the decision-making process were analyzed from two angles of microcosmic and macroscopic. Finally, according to the experience of the decision pattern of the American science and technology plan, the concrete policy recommendations to formulation of Chinese medium and long-term science & technology plan were put forward.
