摘    要:美国面对农业资源环境退化和干旱日益严重的状况,在大量研究和实践的基础上,探索出了一条减轻旱灾及其影响的有效途径,使减灾模式从以往对干旱危机和灾后救助为主转变为强调干旱减灾准备和风险管理,通过全面减轻水资源需求压力,降低农业旱灾系统的脆弱性,实现了减灾目标。对其成功方面进行了总结论述,为我国旱灾减灾思路调整提供借鉴。参13。

Abstract:Confronting the condition of agricultural resources and environmental deterioration and increasingly grave drought,the U.S.A explored a way for effective agricultural drought mitigation and disaster reduction.This has led the disaster reduction strategy from emergency coping and disaster relief to emphasizing drought preparedness and risk management.The disaster reduction objective has been achieved according to reduce water demanding pressure and decrease agricultural drought vulnerability.This paper summarized their progress and can be used for reference to our country's drought disaster mitigation.
