| Abstract: | The concept of soft law was introduced. The reasons of the initiation and the dilemma of soft law implementation in public administration were analyzed. Some countermeasures were proposed： The application of soft law must be based on the value goal of building a harmonious society, following the spirit of the Constitution and the rule of law to achieve programmed, standardized and institutionalized. |
