加强和改进我国乡村治理——推行社会主义新农村建设的几点思考

受建国后人民公社时期乡村治理国家一体化、现阶段社会转型加速和国家现代化战略调整等诸多因素的影响,我国乡村治理存在着乡村治理核心结构弱化、乡村人才缺乏、乡村治理结构服务功能滞后等问题。为解决上述问题,首先,应重点强化乡村基层党组织建设,通过发挥乡村基层党组织的战斗堡垒作用来推进村民自治;其次,应根据城乡现代化进程的节奏,实现乡村制度的有序供给和创新;第三,应增强乡村治理结构服务乡村的功能。只有这样,才能加强乡村治理,从而推进社会主义新农村建设,为构建社会主义和谐社会添砖加瓦。

To Reinforce and Reform Our Country's Rural Governance

There are some problems in our country＇s rural governance,such as the weakening of governance core structure,the brain drain.the logging of the service function of the goverance structure In order to solve the above problems,we should do as follows： First,we should improve self-governance among villagers by strengthening the construction of the party＇s basical organizations in rural areas;secondly,the orderly provision and innovation should be realized to keep pace with the process of the urban and rural modernization;thirdly,the function of serving villages of the rural governance structure should be enhanced.
