有效政府的约束前提和行政生态要求政府必须是有限政府。而要达成有限政府，意味着在社会文化层面上，政府权力限定在公共领域；在经济层面上，政府职能的范围取决于市场的需要；在政治层面上，着重透明行政与权力制约。

The Premise of the Effective Government:the Limited Government

Only the limited governments can become the effective ones. To achieve the goal of the limited governments means that socially, the power of the governments should be confined in the field of the public affairs; e-conomically, the function of the governments should be decided by the market needs; politically, stress should be focused on the openness of the government administration and the machanism of check-and-balance.
