试论政策网络的构建与优化

分析了管理主义的盛行、现代性的过度追求导致公共政策制定过程中的公共性缺失。认为要提高公共政策绩效，实现良好的社会治理，政府需要对传统公共政策制定模式进行改革。提出了政策环境中的利益相关者的互动、博弈、调适使政策网络构建成为可能以及对政策网络进行优化，构建一个合适的平台，让各利益相关者进行平等地协商、理性地说服，从而为科学、民主的公共政策制定奠定基础。

Construction and Optimization of Policy Network

It is analyzed that the prevalence of managerialism and the excessive pursuit of modernity has led to the loss of publicity in the public policy-making process. To improve performance of public policies and achieve good social governance, government needs to reform the traditional model of public policy making. The interaction, game, and adaptation between stakeholders in the policy environment make the construction of policy networks possible. It is proposed that the optimization of policy network could build a suitable platform for stakeholders to consult on an equal footing, and persuade rationally, and thus could lay the foundation for the formulation of public policy scientifically and democratically.
