| 摘 要： | 对中国R&D资金配置现状作了分析,针对我国R&D资金配置存在的三大缺陷,提出了相应的调整建议:一是调整R&D资金配置的结构,明确创新主体间的相对分工;二是完善社会主义市场经济体制,进一步强化企业R&D资金配置的主体地位;三是增大基础研究资金配置的比例,特别是高校R&D资金配置。

| Abstract: | This paper analyzes on the distribut ion of R&D funds in China,and in the li ght of the three shortages ex-isting in the distribution of R&D funds in China,puts forward corresponding suggestions for the adjustment:the first is to adjust the structure of the distribution of R&D funds and clarify the rela tive division of work among the main i nnovative bodies,the second is to perfect the s ocialist market economic system and further strengthen the position of enterprise as the main body of the distribution of R&D f unds,and the third is to increase the proportion of the R&D funds in the funda-mental research especially the prop ortion of the R&D funds in universities. |
