| Abstract: | This paper introduced two operation models (BOT and MOM) of 11 passenger tunnels in Hong Kong, analyzed the factors contributed to the success of the models. Hong King's successful experience is very useful for the financing, construction, and operation of infrastructure projects in mainland of China. |
