This paper analyzes some deficiencies existing in public library＇s system and operation mechanism based on the background that the information service institutions in China go from strength to strength and the competition among the libraries, database producers, publishers, consultants and information service providers is increasing sharply, puts forward some strategies for dealing with the challenges and complementing the sustainable development, and expounds the comparative superiorities and competitive superiorities of the library itself and various elements forming the core competitive power.
