| 摘 要： | 运用“过程-事件”的视角(即从“农民”的角度和立场来看农村问题),对一个村庄土地调整过程中的干群冲突现象进行了分析。得出结论是:当前土地纠纷问题严重的原因在于土地使用规则的不确定,因此,明确土地的使用规则,是解决当前农村干群关系紧张问题的关键。

| Abstract: | From the perspective of "process and event,this paper analyses the conflict between cadres and masses in the land regulation process in one village and concludes that the causes for the land dispute lies in the unclear land use regulations.Therefore,it is the key to make the land use regulation clear in settling the tension of the relation between cadres and masses in the countryside. |
