| 摘 要： | 服务型政府与公民行政参与有着必然的联系。在信息化时代,公民行政参与呈现新的发展趋势的同时也存在一些问题阻碍政府建设：参与形式化、参与能力不足、参与成本高和网络参与的不真实等。基于这些障碍,应通过相关制度和机制的完善为公民行政参与提供良好的条件,以促进服务型政府建设。
