应急管理流程研究

科学的应急管理流程既有利于处置突发公共事件的各部门之间的协调配合,也有利于应急指挥部门的有效监控。应急系统的流程设计应本着普遍性、闭合性、稳定性、可持续改进性和可跟踪控制性五项原则,以实现高效、快速、低成本地处置突发公共事件的目标。应急管理流程的主体由监测、报告、响应、处置、恢复、评估6个主要环节组成,从整体上又可分为预警和响应两大流程。
