| 摘 要： | 甲午战前，中国的外债就已经开始了由经济性外债向政治性外债的演变，随着清朝财政的日益窘迫，政府的借债态度也由慎重办理转为直接出面大举借款，清廷已逐渐靠借债度日。清廷借债既有消极的一面。又有一定积极作用。

| Abstract: | Before the War of 1895, China's foreign loans had already undergone the evolution from economical to political. Along with increasing financial predicament, the government's attitude to borrowing money transfered from cautious handling to borrowing on a large scale. By then,the Qing Dynasty gradually depended on borrowing money to live through. |
