东西部发展差距解构与西部大开发思路创新

东西部发展失衡的动因解构，包括政策与市场化落差、对内对外开放滞后、产业链条缺乏张力、区域城乡体系布局中“器官”和“血管”发育滞后以及行政效率低下。基于现实，需相应创新西部大开发的思路：在实施反梯度政策的同时，坚持和加快市场化改革，其中要突出强调打通和拓宽市场通道；在“单赢”模式向“双赢”模式和“多赢”模式迅速推移转换的今天，西部应加大对内对外开放力度，走多边合作之路：从抓好基础产业和发展西部自己的特色主导产业入手，舞活产业链条的“龙头”和“龙尾”：加快小城镇与交通、信息网络建设，推动西部向纵深层次开发；以“县域经济骨架构筑”等行政体制改革，激发经济发展潜力。

The Gap of Development between East and West,and the New Ideas on West Development

The reasons for disequilibrium of development between the East and the West include:backwards of market and policy;stagnangcy of opening to the out-side World;the lacking flexibility of industry;the drawbacks of towns,transportation and information system in countries and towns'distribution.Based on the present situation,th ideas of deuelopment in west should be brought forth:to implement the policy of anti-disequilibrium;to accelerate and deepen the reform of markets;to open and widen the passage for markets.Nowadays,the force of opening to the home and abroad Should be strengthened for the West with multilateral Cooperation.Based on the basic industry and dominant industry with own characteristics,the west should put the emphases on building of towns,transportation and information system to develope itself in depth,and stimulate the latent capacity of economy by the reform of administrative system.
