鉴于我国的能源资源现状和面对的压力，现阶段建立起可持续利用的能源保障体系不仅是能源资源开发与能源产业对自身发展提出的要求，而且也是新的时代背景下，经济发展对能源发展提出的更高要求．为此，应在明确新形势下国家能源战略目标的基础上，积极引导能源消费高质化和促进能源结构的优化，建立能源节约体系、能源储备体系、能源的安全供应体系和后备能源体系，加大环境保护与治理力度并真正实现能源开发利用与环境间的和谐发展．

Analysis of the Formation of Sustainably Utilized Energy Security System

The formation of sustainably utilized energy security system is not only the requirement put forward by the exploitation of energy resources and by the development of energy industry at present, but also a higher demand for the further development of our economy. Therefore, on the base of defining the energysttategic objective in the new form in China, we should guide actively the high quality expenditure, build the systems of energy thrift, energy reserve, energy safe supply and reserved energy, and enhance the dynamics of environmental protection and management, realizing the harmonious development of the exploitation and utilization of energy in line with the environment.
