关于加强民办高校教育质量评估的思考

当前全国共有民办高校278所,独立学院318所,在校生超过280万人.与强大的公立高校阵营相比较,民办高校在办学层次、办学规模、教学质量上存在较大差距.教学质量是民办高校生存与发展的生命线,要确保民办高校的办学质量,既要参照公立高校的基本指标,又要区别于公办高校而突出"民办"特征,还要借鉴国外高校评估的有益经验,设立一个专门的民办高校教育质量评估体系,以发展和繁荣形式多样的民办高校为出发点,实施分层评估,充分发挥中介机构在民办高校评估中的作用.

Reinforcing the Education Quality Evaluation of Non-governmental Colleges

Nowadays there are 278 non-governmental colleges and 318 independent colleges in China with the total student number of above 2,800,000.Compared with the strong public colleges,non-governmental colleges have certain disparity in the layers of running,the size of running and teaching quality.Teaching quality is the lifeline of their survival and development.To make sure that their teaching quality involves introduction of beneficial experience of universities appraisal in foreign countries,the reference of the basic index for public universities and the prominence of their non-governmental character.A special teaching quality evaluation system for non-governmental colleges must be established with the start point of the diversified forms and fulfillment of stratified appraisal to bring into play the function of mediated agencies.
