| Abstract: | From the aspects of the formulating and executing the system-based management, this paper discusses on the relation between the system-based management and the people-based management, and points out that the humanist thought is the foundation of formulating the system, and the system-based management relies on the people-based management, and the people-based management is the complement and development of the system-based management. |
