| Abstract: | Rule by virtue by law and administering a country by law and by virtue as a basic strategy to run the country complement each other and help each other forward. Only integrate the former and the latter can a society develop harmoniously in an all around way. Adhering to the unity of administering the country both by law and by virtue is a elementary requirement to build the socialist country and develop the socialist market economy. |
