摘    要: 应急表现能力评价是分析全国不同地区应急管理成效、总结应急处置经验的重要环节。从“预防-准备-响应-恢复”4过程出发,对全国各省市及自治区应急工作进行系统梳理并通过德尔菲法设置指标、专家打分法对各区域进行评分并排名,生成2018年度全国31个省市区应急表现能力排名。分析了各省市应急管理流程中普遍存在的问题并给出了建议。

Abstract:The evaluation of the emergency performance of different regions is an important part in evaluating the effectiveness of the emergency management in China, but it has not been well carried out in the academic and practical areas so far. This paper uses the Delphi method to set indexes in four aspects (the prevention, the preparation, the response and the recovery). Then, based on the indexes set in the first step, the expert scoring method is applied to calculate the grade for every region. Finally, we have the ranking of 31 regions in China. This ranking can help the regions to improve their emergency performance and learn from the past. In the end, this paper gives several suggestions and solutions for the common problems in the emergency management process for each region.
