系统思维在美军装备经费管理机制中的体现

美军在长期的装备建设活动中积累了丰富经验,形成了包含机构设置、运行环境、应对策略三位一体的装备经费管理机制。该机制针对提高装备经费使用效益这一总目标,从不同角度开展工作,综合其各项经费管理活动的实质来看,美军的经费管理实践充分体现了系统思维。本文试图通过剖析系统思维的内涵以及美军装备经费管理机制的构成,分门别类进行比较,从而揭示美军装备经费管理机制与系统思维的关系。

System Thinking Mode Reflected on Mechanism in US Military Equipments Funds Management

The US military has gained a lot of experience from their long-term equipment construction,thus forming the equipment funds management mechanism,which is made up of organization setting,running environment and countermeasures.The mechanism aims to increase the equipment funds;By working from different perspectives and the nature of funds management,the US military funds management practice embodies the System Thinking Mode.This paper tries to analyze the connotation of System Thinking Mode and the composition of US military equipment funds management,by comparing and classifying these perspectives to reveal the relationship between US military equipment funds management and System Thinking Mode.
