| 摘 要： | 通过对近20多年乡镇机构改革的回顾与分析,认为每次乡镇机构膨胀都有其特定的历史原因,但是,只要乡镇政府作为一种国家从农村社会汲取资源的"工具",就摆脱不了"精简-膨胀-再精简-再膨胀"的宿命;只有取消乡镇政府"赋敛"职能,它才有可能寻找到新生之路.这同时也说明,乡镇改革仅仅在机构精简上做文章是不够的,最关键和最核心的是从根本上改变乡镇政府的性质、切实转变它的职能.

| Abstract: | Through the review and analysis on the township reform during the last 20 years, the author found that the town governments would not be able to get rid of the fate-streamlining-expanding-streamlining again-expanding again, as long as they functioned as a state tool to drive the resources from the rural areas, although there were specific historical reasons for their expansion, Hence, the necessary way out for the local government to function regularly is to abolish their duty of scooping taxes. More importantly, the core issue of the township reform actually is to transform its nature and functions. |
