浅析农村五保制度面临的困境与出路

农村五保制度是政策运行最为连贯、效果最为显著的农村社会保障制度之一，但近年来五保制度却陷入了困境。由于对农村社会经济环境变化反应相对缓慢，使其不能完全适应农村的社会经济状况。如何使五保制度良性运转下去．成为了一个令人深思的话题。通过对农村五保制度实施过程中出现的问题进行分析，从进一步加强农村养老基础建设和管理、加大财政的支持力度等方面进行了探讨。
