西部连片特困地区县级政府治理转型的困境与出路

我国启动市场导向的经济改革以来,经济、社会的转型要求政府治理转型。西部连片特困地区贫困问题和民族问题交织在一起,使得其县级政府治理转型内外交困;国家新的扶贫开发政策,增加了各级政府对连片特困地区的财政转移支付、加大基础设施建设、促进区域开发合作,对其地区县级政府来说是治理转型的强劲推力,然而公共部门人力资源状况堪忧、市场化经济发展程度较低、公民社会不成熟,政府治理转型面临着现实困境,提高西部连片特困地区县级政府治理能力是实现治理转型的有效途径。

Since our country started market-oriented economical reform,the economical and social transformation has required the governance transition.The western poverty-stricken covered areas where poverty and ethnic problems intertwined make the county governance transition reforms be beset with troubles internally and externally.New poverty alleviation and development policies help the governments at all levels to increase the financial transfer payment and the infrastructure construction,to promote regional development cooperation,which is a strong thrust to the county governance transition reforms.But the human resources situation of public sector is grim,the market economy development level is relatively low,civil society is not mature,the county governance transition reforms face dilemmas.To improve the county’s governance ability is the effective way to realize governance transition reforms in the extremely poor areas.
