我国巨额外汇储备的成因和对策研究

汇率制度改革以来,中国外汇储备快速增长,尤其是在加入世贸组织之后,形成了庞大的外汇储备。在外汇储备中,美元资产是主要投资方向,尤其是美国国债。在美债危机下,两院调整美债上限,对我国外汇储备带来不利影响。本文提出外汇管理的对策,优化外汇币种结构和资产结构,但从根本上讲,应该调整经济结构,坚持独立自主,坚持扩大国内需求,从而减少贸易顺差和外资盲目流入。

On China's Huge Foreign Exchange Reserve:Attributions and Countermeasures

Since executing the RMB exchange rate system reform,especially since the year 2001 when China became a member of the World Trade Organization,the foreign exchange reserve has skyrocketed,resulting in a huge sum.The investment orientation of China’s foreign exchange reserve mainly focuses on dollar assets,especially the U.S.Treasury.Under the United States debt crisis,House of Representatives and Senate of the United States have both adjusted the debt ceiling,which brings adverse effects on China’s foreign exchange reserve.This paper puts forward corresponding countermeasures,including optimizing currency structure and commodity structure.However,in the long run,carrying through adjustment of economic structure,maintaining independence and keeping the initiative on our own,insisting on expanding domestic demand,thus reducing the trade surplus and foreign hot money influx,can be the fundamental way to ravel out the dilemma of China’s foreign exchanges.
