| 摘 要： | 从完全的政策体系视角出发,以"创新活动—政策范畴"为平面基础,构建了面向中小企业创新政策体系的立体式三维分析框架和应用步骤及方法,重点分析了创新政策的功能嵌入性、政策之间的纵向衔接性和横向协同性,并在分析中结合国际经验提出相关完善建议。 |

| Abstract: | From the perspective of policies,the paper provides the three-dimensional analytical framework towards the innovation policy system of SMEs,based on relation between innovation activities and policy areas.By the model,it analyzes the function of embedded innovation policy,and the line-up among policies along the realization course of innovation value,and the cooperation among policies on different objects and makers etc,during which the related proposal is provided. |
