| 摘 要： | 论述了服务业建设在发展循环经济中的作用及其规划的必要性。针对服务业的特点，提出了服务业规划的四个步骤：对现状进行分析评价-确定规划目标-确定规划内容-选择与确定优先工程。该方法可以为区域规划发展服务业循环经济提供参考。

| Abstract: | Discussion on the station of service industry in circular-economy and the necessary of developing service industry are presented. Based on the characteristic of service industry, four steps of how to make planning of service industry includes are brought forward: 1) analyzing and evaluating status quo; 2) fixing on the aim of programming; 3) confirming principal part of programming; 4) electing the preferential and key projects. This method may be the reference for the regional programming of service industry in circular-economy. |
