| 摘 要： | 探讨了美国国防高级研究计划局（DARPA）不断取得创新成就的内外部因素，对美国国防部加大创新力度的努力进行了分析。美国从完善创新体系、调整创新战略上的许多做法值得借鉴，特别是它有包容的创新文化、一以贯之的创新诉求、永不满足的创新需求等，再加上制度上的科学设计，共同奠定了美国长期保持科技优势的坚实基础。

| Abstract: | It is shown that there are many internal and external factors that contribute to the DARPA's success in promoting innovations of the military technology. The U.S has been endeavoring to perfect the innovation systems and adjust the innovation strategies to stay at the top of the technological level. As far as the innovation is concerned, those measures taken by the forces of the United States can provide many enlightenments for other countries. |
