| 摘 要： | 依据网络地理信息系统(WebGIS)的体系结构及技术，通过B／S与C／S相结合的方法，提出了构建基于WebGIS的洪水预报系统的设计思想，建立了太原市洪水预报系统。该系统使用数字化技术，面向防汛决策层和业务管理层，满足从被动防洪向主动防洪转变的要求，实现了防洪减灾的数字化和信息化，为防汛指挥提供决策参考。

| Abstract: | To stand on the architecture and technology of WebGIS, and combined with Client/Server and Browser/Server mode, a foundation of Taiyuan flood forecasting system based on WebGIS was presented. Facing the decision making of flood forecasting and business management, the system satisfies the demands of transformation from passive flood forecasting to the opposite, and provides reference for flood control decision making. |
