| 摘 要： | 针对固定电话网面临的根本变化，阐述固定电话网进行网络智能化建设的必要性，提出了建设智能化网络的主要技术方案．通过在当前电信固定网中引入SHLR技术，实现智能业务的全网触发，提供更为丰富的新业务．

| Abstract: | According to the fundamental changes that the public service telephones are facing, the neccssity of intelligentizing the public service telephone network is addressed. A technical scheme for constructing the intelligent network by introducing the SHLR technology in the current telephone network is also proposed, and more new services are provided. |
