论大力扶持西藏门巴族、珞巴族发展的意义

西藏的门巴、珞巴族属我国22个人口在10万以下的人口较少民族，是西藏乃至我国建设全面小康社会的重点和难点。随着胡锦涛总书记、温家宝总理作出要求加快人口较少民族发展的重要批示，国务院召开全国扶持人口较少民族发展工作会议，《扶持人口较少民族发展规划（2005—2010年）》和《西藏自治区扶持人口较少民族发展专项建设规划（2006-2010年）》的实施，国家和西藏自治区各级政府不断加大对门巴、珞巴族的扶持力度，门巴、珞巴族社会经济迎来发展黄金时期。国家和西藏自治区专门扶持门巴、珞巴族具有重要而特殊的政治、经济和文化意义。

The Significance of Supporting Menba and Lhoba Minorities in Tibet

Menba and Lhoba in Tibet are minorities with a population less than 100 thousands in China, the development of which attaches great importance to the construction of the well-off society in Tibet, even in whole China. As President Hu Jintao and Premier Wen Jiabao put forward the idea of developing the economy of minorities with less population in 2004, a special conference was held bythe State Council to discuss the issue of supporting nationalities with less population in 2005. The implementation of the ＂Plan of Supporting the Development of Less Population Minorities （2005-2010）＂ and ＂Plan of Supporting less Population Minori- ties in Tibet （2006-2010）＂ and the strong support of the State and Tibetan local government for Menba and Lhoba minorities brings a golden chance for Menba and Luoba minorities to develop their economy. It is quite significant to develop Menba and Lhoba economy politically, economically and culturally.
