合理低价中标动态评估模型研究

如何防止投标人以低干成本的报价进行不正当竞争，是实行工程量清单计价模式进行项目招投标的一大难题。本文根据合理低价中标的国内外的研究现状，分析了当前研究存在的主要问题。针对建筑工程成本的不确定性，建立未确知C-均值聚类模型，即针对某一具体工程，运用未确知C-均值聚类模型给出在社会现有生产力水平下的标底价，进而判断投标报价是否低于成本。最后，给出模型的具体工程实现。
