试论西方民主促进问题--基于民主的政治哲学思考

民主现象至少包含这样两项因素，即民主的价值性因素和民主的工具性因素。西方民主促进之所以会在非西方社会成为一个严峻的问题，一方面是缘于西方现代民主工具性因素的存在，另一方面更是缘于西方现代民主中原初民主这一民主之本真性因素的存在。非西方社会中人们（包括全体中国人）若要想维续自己既有的善生活，有效应对西方民主促进，不仅要借鉴和吸收西方现代民主的工具性因素，以不断充实非西方社会民主的形态；而且更要激发并宏扬非西方社会民主的价值性因素，以夯实非西方社会中人们之幸福生活所赖以为凭的根基。

On Western Democracy Promotion Issue---From a Political Philosophy Perspective of Democracy

Democracy contains at least two factors：instrumental factor of democracy and value factor of democra-cy. Why does the west’s democracy promotion make trouble in non-western societies？ One is because there is instru-mental factor of the western modern democracy and another is because there is the“original democracy”which is the true factor of“democracy”. If non-westerners （including Chinese） want to continue the existing good life and effec-tively cope with the issue of western democracy promotion, on the one hand, they should absorb instrumental factor of the western modern democracy and continuously enrich the democratic form of non-western society, on the other hand, they should stimulate and carry forward value factor of non-western democracy in order to solidify their founda-tion for the happy life of non-westerners.
