| 摘 要： | 结合江都市城市总体规划实践,从保持要素和资源流动的供需平衡这一基本"常识"出发,以有效推进"城镇化"为落脚点,建构以农村发展为需求方、以工业化进程为供给方的供需模型,提出了优化江都市城镇化进程的规划应对策略和政策建议.

| Abstract: | This paper constructs a supply-demand model to guide the make of the urban-rural planning, from a ＂common sense＂ that the elements and resourse flows between the urban and rural areas should keep balance and by constructing a supply-demand model which the development of rural area is the demand side and the industrialization process is the supply side. This paper suggests the planning strategies and policy suggestions. |
