浅谈预防多数人暴政的底线设置

纵观历史,任何政治制度都无法完全防止恶行的发生,多数人统治如果缺乏制约,也极易导致多数人暴政的出现,因此,制约多数人、保护少数人的尝试从未间断。虽然对此问题的研究已取得一定的成就,但局限性仍很明显。以抑制"多数人暴政"的历史成就及局限为出发点,对"多数人暴政"的产生条件与现代社会出现的"多数人暴政"新型方式进行研究,可寻求出一种抑制"多数人暴政"的底线,给予多数人的权利加以限制。
