| 摘 要： | 行政效能，是指行政机关以一定的行政目标为指导，在依法行政过程中运用行政能力的程度及其产生行政效益的综合体现。而效能政府就是高效益、高能力与正确目标导向统一的政府。效能政府建设要把握五个平衡观念和五项基本原则，以及与建设法治政府的关系。

| Abstract: | Administrative efficiency is the integrated embodiment of government ＇s administrative ability and administrative efficiency under a certain aim in the process of administration according to law. Efficient government is a unified entity of high efficiency, high ability and right goal oriented. Construction of efficient government must make good use of ＂five balance ideas＂ and ＂five basic principles＂ and the relationship with the construction of legal government. |
