| 摘 要： | 基于中国电信改革背景，从社会福利角度考察普遍服务机制设计问题，结果表明：统一定价约束实行初期有福利增加效果，伴随区域扩张和条件恶化，该机制将导致全社会福利受损；现阶段我国应实行“村村通”而非“户户通”的普遍服务计划；伴随经济发展和电信普及，普遍服务有效实行区域应不断扩大以减少社会矛盾，体现社会公平。

| Abstract: | This paper analyzed the mechanism design of universal service from the point of social welfare on the basis of Chinese telecommunications reformation. It concluded that the social welfare increases at the beginning of the price constraints, but decreases in the end because of the worsening condition. It also suggested that the universal service mechanism should not be house-cover but village-cover, and the service districts should be enlarged with the economic progress and telecommunications improvement. |
