| 摘 要： | 西藏的县级政府是西藏自治区地方政权的基础,它肩负着治理西藏民族区域自治地方基层社会、促进县域经济社会发展、,巩固地方政权、密切基层社会与自治区的联系、实现基层社会与政府良性互动,维护社会稳定的重要职责。加快县级政府职能转变,建设强力政府、责任政府、法治政府、服务型政府、效能政府就成为落实中央第五次西藏工作座谈会精神,实现经济社会跨越式发展,维护社会长期稳定的重要方式。
