东、中、西部社会保障支出最优规模研究

社会保障是人民生活的保证,但社会保障水平如果脱离经济发展水平,增加过多必将加重社会压力与福利依赖,反之会引起社会动乱,因此社会保障支出与经济发展水平应相互协调.选取2001—2016年东、中、西部社会保障支出数据,以巴罗的内生增长理论为基础,利用修正的柯布-道格拉斯生产函数测算出各区域最优的社会保障支出,结果表明:我国东、中、西部的社会保障最优支出规模占财政总支出的比例分别为11. 25%、13. 40%、13. 07%,但实际支出仍然不足,需加大社会保障支出力度.

Research on the Optimal Social Security Expenditure in Eastern,Middle and Western Regions

Social security is the guarantee of people's lives; however,if the level of social security is separated from the level of economic development,an excessive increase will inevitably add to social pressure and welfare dependency,and it will cause social turmoil. Therefore,social security expenditures and economic development level should be coordinated with each other. Selecting the data of social security expenditure in eastern,middle and western regions from 2001 to 2016,based on Barrow's theory of endogenous growth,this paper uses the revised Cobb Douglas production function to measure the optimal scale of social security expenditure. The results show that the proportion of the optimal expenditure for social security in the eastern,middle and western regions to total financial expenditure is 11. 25%,13. 40%,and 13. 07% respectively. However,actual expenditures is still insufficient,and social security spending needs to be increased.
