基于SE-DEA模型的水资源利用效率区域差异分析

摘    要:为全面分析水资源利用的区域差异,以安徽省16个市为例,首先构建CCR-DEA模型分析各市区水资源利用的综合效率情况,利用BCC-DEA模型从规模和纯技术的角度分析区域水资源利用无效的根源,然后采用SE-DEA模型测算出水资源利用超效率值,评价各市水资源利用效率的区域差异.结果表明:利用SE-DEA模型测算水资源利用超效率能够使效率评价结果更为全面;安徽省在2016年水资源利用,整体效率较高,但各区域间存在较大效率差异.合肥市、淮北市、亳州市、宿州市的水资源利用超效率值较高,范围为1. 225~1. 866;宣城市、铜陵市、池州市、六安市的水资源利用超效率值偏低,范围为0. 741~0. 895.水资源利用无效的区域主要是由于其规模效率低下引起.在空间分布上,安徽省水资源利用效率中部和北部高,东部和南部次之,西部地区最低.最后,基于研究结果提出建议.

Analysis of the Regional Differences in Water Use Efficiency Based on SE-DEA Model

Abstract:In order to comprehensively analyze regional differences in water use efficiency,this author takes16 cities in Anhui Province as examples. By using CCR-DEA model to calculate the comprehensive efficiency of water use efficiency,the comprehensive efficiency value is decomposed into pure technical efficiency and scale efficiency value. To further distinguish and compare the efficiency differences,SE-DEA model is proposed to calculate the super-efficiency value of water use efficiency,which can sort and analyze the water use efficiency.The results are as follow: the evaluation results of water use super-efficiency are more comprehensive by using SE-DEA model combined with CCR-DEA model and BCC-DEA mode. The average efficiency in Anhui Province is higher in 2016,but the efficiency differences among regions are large. The cities which have higher super-efficiency values of water use efficiency are Hefei,Huaibei,Bozhou,Suzhou,ranging from 1. 225 to1. 866; the cities with lower super-efficiency values of water use efficiency are Xuancheng,Tongling,Chizhou,Lu'an,ranging from 0. 741 to 0. 895. The inefficient use of water resources is mainly caused by its low scale efficiency. In terms of spatial distribution,water use efficiency is highest in the central and northern regions,followed by the eastern and southern regions,and lowest in the western regions. According to the results,the paper puts forward the suggestions for the government to formulate water saving policy.
