产业技术创新能力评价方法研究

摘    要:对产业技术创新能力的概念和构成要素进行了探讨,提出了从技术创新能力形成过程的角度评价产业技术创新能力的理论,并以此为基础建立了由三大模块,五大要素,21个基础指标构成的产业技术创新能力评价指标体系,同时对模糊数学方法进行了改进,把理论上的[0,1]范围扩展为[40,100]的范围,使数据的无量纲处理过程更简化,结果更容易使大家接受。此方法具有较强的实用性,可广泛运用于一个国家和地区的产业技术创新能力的评价研究,进一步丰富了技术创新研究的内容。

Abstract:This paper discusses the concept and components of industrial technology innovation ability, and appraises the theory of industrial technology innovation ability on the basis of the forming process of technology innovation ability, and puts forward the quota system of appraising industrial technology innovation ability consisting of three models,five elements and 21 basic quotas. It improves the method of fuzzy mathematics from the range of [0,1]in theory to [40, 100], making the process of no dimension simpler and its results easily accepted. This method has stronger availability and can be widey applied to appraising research of industrial technology innovation ability in a certain nation or district,and which can enriche the content of technological innovation study further.
