| 摘 要： | 回顾总结了中国城市规划制度演变的四个历史过程，着重分析了城市规划制度落后的主要症结，并在此基础上提出了中国城市规划体制，模式，技术体系，区域规划制度，公众参与制度等改革创新的建议。

| Abstract: | This article reviews and summarizes the four history evolving processes of urban planning in China,emphasizing on the analysis of the causes of its backwardness.On this foundation,the paper puts forward the innovative suggestions of urban planning institution,pattern,technology system,regional planning institution and public participation institution of China. |
