论金融开放条件下国有商业银行的改革

国有商业银行在金融开放条件下面临许多挑战，当前我们存在的问题主要有：产权不清晰，没有建立规范的法人治理结构，内部经营和管理机制不灵活，用人和激励机制不完善，资产质量较低，金融创新不足，信用保障体系不健全等。国有商业银行惟有积极推进各项制度改革，推行现代企业制度，提高业务竞争能力，提高资产质量，鼓励金融创新，加强金融监管，完善金融法规，才能在金融全球化的浪潮中立足，并在国际竞争中不断发展壮大，为我国现代化建设做出新的贡献。

On State-owned Commercial Banks' Reform under the Conditions of Financial Opening-up

The stateowned commercial bank is the mainstay of Chinas financial circles and also the lifeblood of China's national economy.Because of historical reasons and various system reasons, there exist many conspicuous problems in state-owned commercial bank. This paper analyses the challenges under the terms of financial opening-up in following respects: the property is unclear; normal corporate governance structure has not been built up; the inside management and organization system are abnormal; personnel management and incentive mechanism are imperfect, assets quality is low, the innovation of finance is insufficient; the security system of credit is imperfect, etc. After our country's joining into the WTO, the state-owned commercial bank is faced with new chances of development as well as serious challenges. Therefore, the stateowned commercial bank has to advance the reform of every system, pursue the modern enterprise system actively, improve the competitive power of business, raise the quality of the assets, encourage the finance to innovate, strengthen financial supervision, perfect the financial regulation. Only in this way will the state-owned commercial bank develop constantly among international competition and make new contribution to the modernization construction of our country.
