| Abstract: | On the perspective of institution, the factors that influence the effective implementation of public policy are discussed from the aspects of formal institution and informal institution. The countermeasures are explored to advance the effective implementation of public policy from power configuration, supervising institution, communication mechanism, accountability system and ideology input, etc. |
