| 摘 要： | 地方政府规章是地方立法的一种形式。民族自治区政府作为我国地方行政权力配置的一种特殊类型,有权制定规章。自治区政府规章属于地方政府规章的一类,但与一般地方政府规章相比,具有一定的特殊性,即一定的民族性与自治性。
