深化产业分工 组建区域分工网络 提高东北加工制造业竞争力

东北国有大规模企业数量过多,民营中小企业比重较低;企业“大而全”、“小而全”现象严重,产业分工协作不够,条块分割,行业竞争力不足。本文提出深化分工,拆分大企业生产链条,通过分层外包、出售、合资、租赁、合作等方式,形成分工协作,构建区域分工网络,并对东北加工制造业分工协作网络建设提出具体建议。

Deepen the Division of Industry, and Organize the Net of Regional Division to Improve the Competitiveness of DongBei's Manufactures

DongBei have a great deal of large-scaled nation-owned enterprises,but the rate of small and medium enterprises is small.The phenomenon of "big-and-entire"and "small-and-entire" is universal and serious,as a result that the cooperation with a due division of work is insufficient,industries are cut into parts and strips and the competitiveness of trades is weak.In the article,the points of view of deepening the division of industry and breaking up large-scaled enterprises' produce chains are set forth.By means of multi-level contracting,saling,joint venture,leasing,cooperation and so on,large-scaled enterprises and SMEs come into being division and cooperation,then make up the net of regional division.Finaly,the specific suggestion about the net of division and cooperation of DongBei's manufactures is set forth.
