| 摘 要： | 在新的历史条件下，实施西部大开发，必须要有新思路，变计划经济、政府行为的开发模式为市场机制的开发模式，变封闭型开发模式为开放型开发模式，变粗放型开发模式为集约型开发模式，变资源导向型开发模式为市场导向型开发模式，变短期行为开发模式为可持续发展开发模式。

A Few Ideas about the Mechanism and Mode of the Great West Development Program |

We must change the development mode of planned economy and government action to that of market mechanism,closed development mode to an open one, extensive into an intensive one,resource directed one to market directed one,and short term one to sustainable one. |
